My friend's computer monitor goes blank and the power LED on it blinks when it boots into the Windows desktop. It sounds to me like the refresh rate is set too high and the monitor is shutting itself off to prevent damage. Anyone concur or have other ideas? Also, if it is the refresh rate, what would be the best way to fix it?

If the refresh rate is too high then you normally get a "out of frequency range" error displayed on your monitor .

Try if you can to boot into safe mode and check your display properties , I can't remember if the refresh rates are changeable or not whilst in safemode but if they are then change them and reboot .
Failing that they are changeable in safe mode I would goto the device manger and remove the display adapter and then reboot , hopefully windows will reset itself once it has re-installed your dislplay adapter.

if u can boot into safe mode, then u can always change the displayu adapter to standard vga adapter... then go back into windows and reinstall the driver.
