Guys, I don't understand this line:

"This offer is restricted to persons age 21 and older."

Does this mean this offer is for young kids less than 21?
Or the other way around, for 21 year old and older?

Sorry for asking but English is not my first language. Thank you.

that's exactly what it sounds like to me, no 21 year olds or older.
 
It says restricted to age 21 and up. You're only eligibile if you're over 21. Otherwise it would be "Age 21 and up are restricted."
