quick question whats faster?

Depends on what you want to use it for. I imagine a 4600 will be faster for most things today, but a 5600 will be faster when you throw AA + AF into the mix. Of course a 9700 pro would be faster than all of them. Search around for a 9500np that has been softmodded, you should be able to get one for about the same price.
 
Dunno about HalfLife2, but I have a visionTek ti4600 that I am very happy with, especially since I got it for next to nothing... It plays most everything to my satisfcation on my 2.4c, so I imagine HL2 will be decent on it.
