Quick Question, quick answer plz

Well, I have a Cornerstone 19" and it's supposed to support 85 Hz, even at 1600x1200 res. The problem is, when I set the refresh rate that high I get wavy, magnetic-field looking lines throughout the screen, and esp. in the top right corner. But 75 Hz and below they're not visible. So if I enable VSync, games will look good at 75 fps?
 
V-sync helps in some games. In a lot of mine it'll eliminate the "tearing" in 3D objects that occurs from time to time. With today's graphics cards and CPUs, turning it when won't affect performance dramatically (we're talking perhaps 5 fps, tops).
