Quick question on Monitors

I was wondering which monitor would be best for my new gaming rig. I have a budget of about $140 and would like your opinions please!

Both are 23inch and under budget. I do not know much about monitors and do not mind the refurbished items as I have had good experience with them.

And both have HDMI which I would prefer, but if there is a better monitor out there, please let me know!
 
Asus VH238H. Bought one for my new gaming rig. 150.00 after rebate on Newegg. 10.00 over your budget, but great reviews and 2 ms response time. Colors are good, but as with most monitors you would want to calibrate to your taste. I spent days agonizing over monitors, but decided to go with this one because of quality and price point.
