After it is installed, it will not move. Then, you will be able to rotate it by may be 0.5 degrees only.

I would go ahead and install (I guess you call it "fix") the cooler.
After you install and all the 4 push pins are locked into your motherboard, if it still moves, you have a problem.

The only thing that you have to make sure about is that all the 4 push pins are turned clockwise. Then, they will not pop off and come loose.

When you want to remove the cooler, rotate all the 4 push-pins counter clockwise before pulling them off.

That's all there is to it.

Well i am not sure which direction i turned it but i tried to pull the pins out gently and it did not pop...so i guess thats a good sign...and i saw all the sides they seemed to be parallel with the chip and board......nyways if ever it was not fixed properly i believe the computer should either hang or get restarted...right???

Ok i did a Prime 95 Test....ran all 4 cores of my PC 100% for around 35min.....nothing happened it ran fine....so can i conclude that my HSF was set up right ?..............btw i already ran the Prime95 once for 26hrs on the stock cooler. Do i have to run it again ?

To conclude that you have installed the cooler right, you can open the case and make sure that the push pins are turned clockwise and pushed all the way in.

To conclude that you have got a benefit from getting an after market cooler, you need to look at your temperatures.
Is the core temperature lower now with this cooler than it was with the stock cooler under load? If not, you have a problem.
