quick question, does paypal charge fees for all transactions even non-CC payment if you have a premier account?

IIRC, PayPal will let you downgrade your account one time. Check their help pages if you want to do it.

so how do people receive credit card payments? or do the sellers stay strictly with non-CC funds?

ok nevermind, I'm just going to make another account strictly for non-CC payments and I'll keep this one as the premier account

yes

you can have one premier and one personal account. ask people to use the premeir if they are paying with CC , otherwise ask them to use your personal account
