I've been reading a lot about how these reference 6950s are unlockable. Is this true of the reference cards only? It seems that $220 AR for locked card on newegg is a better deal than $280 that is unlockable with a 5-10% performance gain.

Is 220 the going rate AR, or can these be found for cheaper?

from my understanding reference cards only and not all will unlock. also going rate on used is anywhere from 220 is about right for AR . only way to find cheaper is maybe used but very doubtfull

In Theory all 6950s are unlockable. The reference cards just have a safety net with the dual BIOS. Even 1GB 6950s are unlockable.

Originally the reference cards were unlockable but non-reference cards were not. I heard they changed that though by removing the switch on all new reference models. I don't think you can unlock them now. At least ways you no longer have a fail safe to fall back on when doing it. Better look into it before buying and thinking you can unlock them safely.
