quick question about using windows recovery

i've used it a few times but it's been a few years. a pc of mine has a corrupted file in the windows directory, it recommends running the repair thing off the xp cd. i boot off the cd, let it load the setup crap then it comes up where i can install/format/repair

i press r, it goes to the command prompt, i type help to see the list of commands. which command would repair the corrupted file(s)?

A repair install is different than using the recovery console. When you first receive the menu when booting to the XP disc, you should hit enter, which should take you to another menu where you can accept the license and hit F8. From there, you will be taken to one more menu. This here menu is where you want to hit R so that it will do a repair installation.

Recovery console is used mainly for replacing files (although this might not work all the time) and then also for performing a chkdsk on the drive.

which method keeps all your installs and settings in place?

both of them should.
although after running a repair, you'll probably have to reinstall hotfixes
