Quick question about PSU fans

Are the fans in the Antec Truepower 430 supposed to run at all times, or are thermostatic? Earlier today, I heard a fizzing sound inside of the case and a burning smell, so I immediately hit the switch to turn it off. I opened the case and turned the switch back on (reckless, I know), and noticed the fans don't turn on at startup, but they will turn on when I tap the PSU a little with my finger. I'm in the market for a new PSU, aren't I?
 
The SP line will only run the 2nd fan when the internal temp exceeds a pre-set level. Suspect other dual-fan Antec PSUs will do the same.
 
What serpentroyal said is true, but for the SP2 line. The truepower 1 430W runs them all the time (mine did too). The burning smell + tapping the PSU makes the fan kick on worries me. Is the smell coming from the PSU itself?

If it is still under warranty I'd RMA it. But being a truepower 1 (unless it is a truepower 2, you didn't specify) I doubt there is any warranty left. In which case I'd pop it open and take a look inside and see if there is anything that looks burnt/blown/etc...
 
Spend $30 AR for the Antec Earthwatts 430 @ NewEgg (free ship). It's probably not worth messing around with the old PSU if it's out of warranty. The EA430 is a single rail capable of 30A @ +12V rail.
