Quick question about Outpost.com

Is this a good setup for just browsing the internet, downloading some music, and email? It's for my father. He thinks he's a wiz because he knows how to transfer MP3s to his player without help, and send email through Thunderbird. So he doesn't need a million and one features.
 
Yeah he's got an old Dell that like 4 years old. I've got parts to an old gaming PC from last year. It was mid level, so I'm planning on using a new mobo/AMD CPU with my old parts to build him something better. The parts really aren't worth selling, so I'd rather see him get some enjoyment out of a faster PC... Rather than browse on a hunk of junk while I've got stuff collecting dust.
 
Ok they're sold out. That sucks. I'm looking at an AMD Sempron 64 3000 for $75 from Newegg. Should I get an ECS 755-A2 v1.0 for about $45? For a few dollars more I can upgrade and get a BIOSTAR TForce6100-939 combo and save $10. It looks to be better, but it would use on board video rather than my ATI Radeon Pro 128.

I don't think it would really matter though about the video.
