Quick questing regarding PSU:s

Been doing a lot of reading on PSU:s lately but still have a couple of questions.

1. If a PSU is rated for say 180W on the +3.3V and +5V lines and 420W on the +12V1 and +12V2 lines. Does this mean that the max wattage for the 12V lines is 420W or can they "borrow" from the +3.3V and +5V lines? Cause the max power for all these four lines is rated at 560W. Sorry if this got confusing 🙂

2. Am I correct in thinking that a modern high end system draws nearly all it's power from the 12V line?
