Can RIAA sue music sharing networks even though the networks are not in the US, i.e., Asia?

Well I'm not sure about that but I know that a few weeks back they wanted an asian site taken down and couldn't get it done.

Their solution was to sue US Internet Backbone providers for routing IP traffic to that website. Luckily that was dropped.
