I have 2 guitar hero guitars and the guitar hero drums and based on multiple compatibility matrices I see that all my guitar hero world tour instruments are compatible with Rock Band and Rock Band 2. So, I was going to rent the Rock Band country track pack for my wife but I'm concerned I won't be able to play it.

From the Rock Band website:

"Rock Band Country Track Pack is a standalone software product that allows owners of Rock Band and Rock Band 2 to keep the party going with 21 seminal hits from the history of country rock and beyond, hand-picked with care by Harmonix."

by saying it is a standalone product, seems to me that I should be able to play it just fine. However, it also says "allows owners of Rock Band and Rock Band 2" so does it check for a Rock Band or Rock Band 2 save before it allows you to play? The wording is a little weird

It will work fine by itself, you are just reading too much into it.

so any of the rock band track packs that are on disc will work fine, that's cool. Can I buy any track packs at the PS3 store just and play them with ANY rock band game disc? Or does it actually have to be "Rock Band" or "Rock Band 2" ?

I'm assuming you are talking about purchasing DLC (downloadable content) in this case, not track packs. Rock Band DLC will work with both Rock Band and Rock Band 2. A subset of it will work with Lego Rock Band (stuff that is considered "family friendly"). The DLC will not work using a track pack as the game disc. If you buy a new track pack disc you can import it to the hard drive and play those songs from inside RB1 or RB2.
