Quick Photoshop Question

maybe i'm missing something here, if i'm using the rectangle tool, is there a way i can specify the exact dimensions of the rectangle?

make a new picture, color the whole damn thing the color you want the rectangle to be in your original. Then go into the image size and make it the size you want. Then copy the picture and paste it into the original picture. There ya go.
