I want to make a rectangled picture take the shape of a circle, i thought the method would be by cropping, but it will only crop in rectangular form?

any ideas? i am clueless

I'm not really sure what you are trying to do.

Use the elliptical marquee tool to select a circular area from the rectangle picture you have. Then cut the picture and paste it into a new file with a transparent background. You will have a circular image.

or

If you are looking for a fisheye effect on the photo, you could use Filter...Distort...Spherize to try to get that effect.
