If I have a Personal Pay Pal account can someone else who has Pay Pal send me money with their credit card? Or do I have to upgrade my account for that to work? The CC payment means that the person does not have a Pay Pal account and they just pay with their CC right?

You have to upgrade your account from Personal to recieve CC payments. At least that's how it was 5 months or so when I had to do it. Not sure if it's changed.

yes, you must upgrade to the premier account to accept CC payments. You will be charged a percentage of all transactions if you do this, too.

What has been said is that to avoid getting this on all transactions, you should open up a second PP account, use that as your premeire membership one, then any funds you get into there, just transfer to the other account. Then regular bank funds and stuff won't be charged a fee on the other account.

Same as the last two. Personal can NOT get CC payments. Premier/Business/whatever can but then you also get charged a fee.
