Quick Paypal Invoice question

I'm sending someone a manual invoice through Paypal. However it doesn't give me the option of adding an Option fee (shipping insurance). If I put in a note to the buyer that if he wants insurance he should add $1.30 to the price, is he able to get the invoice and pay it and add in the extra amount? I'm not sure if he can only pay what the invoice is for or if he can choose to add in extra money.

Anyone know by chance?
