Is i-Movie included in the Tiger OS?

I know it comes pre-installed on most systems and is part of iLife....but is it part of a vanilla OS install? or at least available to install as an OS option?

No, it is not a part of the Tiger installation. Like you said, it comes with all Macs pre-installed or on the iLife CD. If you bought your Apple new, it should have come with an iLife CD as well as a Tiger CD.
