New machine. Tested by reseller(mwave). SOYO P4S/P4 512MB Ram. On attempting first post. (no video card, just primary components) all fans turn about 45 degrees and then stop. Has anyone had this happen to them before? Is there possibly a grounding problem? Power Supply is P4 certified 300W and is installed correctly.
 
Sounds like you have something causing a short between the mobo and the case. Check all your mounting screws/bolts and make sure each one has a fiber washer under the screw head.
 
Did the fiber washer thing and still no luck. Removed board from case completely and Presto! Looks like it is time to get out the electrical tape!

UPDATE: Thing simply will not work inside case at all.
