What is the difference between

"That will virtually eliminate the number of complaints"

and

"That will eliminate the number of complaints"

What is virtually?

In the context you mentioned, virtually means more or less.

The first sentance you are saying that will more or less eliminate the number of complaints
The second sentance you are saying that will eliminate the number of complaints (you can assume you are talking about all the complaints).

"Almost" is pretty much correct. It means "for all intents and purposes" or "practically" or "almost but not quite" or "nearly".
