when the pH is high (more basic), would the protonated form predominate or the deprotonated? Same question when the pH is low (more acidic).
 
when pH is high.... basic solution is added in some form or another
Bases contain the OH- while Acids contain H+

Protonation is the addition of H+.
That should answer your question.
