Quick basic Refresh Rate question

I've upgraded from my 17" monitor to a 21", and I need some quick advice.

I understand that the key is getting as high a Refresh Rate as I can, with a high Resolution coming in second. However, as I play around, I notice the desktop doesn't always stretch to the edge of the monitor. Each resolution/Refresh Rate combo gives a different result, with the edge of the Desktop sometimes being an inch away from the bezel.

Should I go for the combination that gets me the closest to a full screen, or just use the monitor buttons to manually drag the desktop to the edge of the monitor, regardless of aspect ratio?

I would pick a screen size with the aspect ratio the same as the aspect ratio of my monitor. My monitor is 4/3. So, I wouldn't pick 1280x1024 since that does not have a 4-to-3 aspect ratio. If I pick that, I will get two black edges on the two sides. Streching them to fill the black bands would result in a circle to look like an oval. You wouldn't want that.

But, 1280x960, 1152x864, or 1024x768 all are like 4x3. So, those will work for my monitor

I would pick one that would give me reasonable size for the icons on the desktop. Then, I would pick the highest refresh rate that the monitor could support for that resolution.
