Ok here the deal i have a X6800 with the Ultra 120 with a 120mm fan with another fan on the top and another fan blowing out on the other side now the question i have is my idle temp on speed fan shows me doing about 22C but when i throw it under load it does about 40 to 41C does this idle temp seem wrong or is this anyway possible to have temps like this at idle speeds?

Try a tool that reports each core's temp separately, such as CoreTemp, Everest, etc.

My E6600 idles at 25C on stock cooling. This is at a reduced voltage with SpeedStep on. It goes up to about 40C or so when running SuperPi. Your temps are probably normal with SpeedStep, and better cooling than I've got.
