Testing my HD speed with HD Tune and speed fluctuates up and down constantly from 50mb~80mb. Is this normal?

The Min/Max animation with Aero turns itself off for some reason.

I'm only getting 5.7 in the CPU and HD category in Vista experience. Is this normal for my CPU? The HD I would assume I need a RAID configuration or a raptor to get 5.9.
 
HD speed (rpm) should be constant. Do you mean transfer rate for data?
