Questions about transferring video onto computer

I have an old camcorder using Hi-8 film. i also have a computer but it doesnt have a firewire port. i have a tv tuner though wit a S-video slot. i was wondering if it was possible if to transfer the video to the computer with these thigns. Im using adobe premiere to edit the video. can i use the existing things that i have or do i need an upgrade? thanks
