Questions About Internet, Ports at College

I'm at college. I've got a few questions for y'all. First, is there anyway for me to open a port or find an open one so that I can configure my BitTorrent client better?

Secondly, I notice that in my dormitory the internet is a lot slower than it is in the library or other academic buildings. I'm thinking that the connections in the dorms are capped. Is there anyway for me to bypass the cap?

Only someone who controls the network settings can open ports. Also, you'd probably be breaking your use agreement if you tried to bypass your dorm's network's settings.
