Is there a noticable difference between a video encoded at 3067 kbit/s and one and one at 7200 kbit/s. I'm transferring some old VHS to DVD's but the DVD's only hold about an hour of video (I have 3hrs per a tape).

For VHS tapes even 2mbit is probably enough (VBR I mean).

Use the VBR settings 9,000 max, 0 min, 3,000 average, and you should be fine.
 
Over twice the data rate "could" be better, of course. Your best bet is to do some small encodings at different settings to see what is acceptable. You can certainly do better than an hour of video on a DVD, especially with low resolution VHS. I'm assuming you are encoding in order to playback on a standalone DVD player.
