Question: will HD-DVD or blueray be able to read mpeg4 avc /h.264 files made on a pc?

It depends if the player is built to decode mp4 extension files or be able to decode h.264.

<opinion>Also it depends if *cough*sony*cough* would support such things or restrict it so you won't be able to have that kind of freedom.</opinion>

HD-DVD/Blu-Ray is the medium container. It doesn't necessarily mean it is the encoded standard.
