question to Web designers pertaining to handicap accessibility

I'm researching to see if there is a standard or checklist to comply with handicap users of the internet. I've seen a station at the library specifially for handicap users. I was wondering if any of you might have heard of it, or know anything about it?

I did find this:

"One site has become extremely important lately and that?s the Cast site containing the Bobby test. This test will let you know if your site is handicap accessible or not. While the private sector has not yet come under fire to comply, the public sector is required by law to have web sites created that are handicap accessible. The Bobby test is free and it only takes a few seconds."

I've been searching for standards on the webstandards page, and mozilla(as the closest google searches have brought me to) but they didn't hit the spot.

Know anything about it? Is there a certain term for it? To qualify/pass as a handicap accessible?

Thanks for the input guys. Yeah I've noticed that, I tried numerous google searches and the majority that came up that seemed to have leads were not in english, I guess they have emphasis in other countries, =P.
 
UK seems to be ahead with requiring websites to comply with web accessibility.
As such, you'll find quite a few UK-based sites that talk about accessibility.

As far as tests are concerned, check out Section508 and WAI that notfred pointed.

There's also AA (or is it AAA?) that talks about accessibility, but i lost my bookmark on that...

Be careful when you get to form accessibility. that thing is a gigantic nightmare... -(
