Question regarding tenants

I'm considering buying a duplex, living in one side and renting the other. The duplex I'm looking at has two separate electric meters, furnaces and oil tanks. Let's say I had a tenant renting one side of the duplex and they fill up their oil tank, a month later they terminate their lease. The oil tank is still 3/4 full. Would I be responsible for paying them for that oil? How does that work?
 
Depends on the terms of the lease if it's really a long term lease or actually a month to month rental .

start with a known quantity and refill at termination, and charge accordingly.

Being fair is always best.
