Moved into my townhouse about 4 months ago and never hooked up verizon (i believe previous tenants had verizon however).

Nevertheless, i've been using Vonage and decided i wanted to hook the PAP2 into the wall, so i can move my base station across the house.

I went outside to make sure the Verizon line is fully disconnected to my house and the box is locked. Can i call Verizon to completely disconnect my line since i cant do it myself? Since i'm not a paying customer, i dunno how they handle this.

Well, i should say.... I "think" i was looking at the NID :)

On one side of our row of townhouses has the energy meters, breakers, and a box labeled 'Multi-Link' that is locked that i assumed to be the NID for the row....

Speaking for my house, may not be the same for you, but....there are two sides to the verizon box, one for the customer and one for them. Just open your customer side (should be secured with only a screw). Again maybe your townhouse is different. There is also a Network access point in the house, where the line comes in, and you have full jurisdiction over this connector.

It takes more than just a line connected to your box, to be connected to verizon. They have to connect you at the pole I believe, and assign you a number. If you don't have a dialtone, you are effectively disconnected.

From reading the Vonage info, simply not having a dialtone is not enough as the line to your house has to be physically disconnected as to not cause problems.
