Outside interface configuration - by outside internet do they mean outside my lan?

It asks for DHCP or Static ip for outside interface configuration. I have t1 at work, so it is static ip and not dhcp? would dhcp be for someone with cable or dsl or whomever doesnt have a permanent IP?

also how do i set it up so the internal ip is 192.168.0.1 instead of 192.168.1.1
 
By outside interface it means "unprotected" as in your internet connection. If you're given a static IP from your provider then you choose static.

You should be able to change the inside interface/subnet as well.
