Ok so building my mom a new pc and her one has windows 7 on it.
the HDD is so old its IDE and wont go in new system plus new one is getting a SSD. My question is since you can now do clean installs with windows 7 keys for windows 10 can i just install 10 be good to go? will this work or will will i have to install 7 and get on the phone with them to activate it and then install 10?

If her version of 7 is OEM legally it is bound to the hardware and cannot be transferred to a new build. A new build requires a new OS unless you are transferring a retail copy to it.

It is a retail copy that she bought of windows 7 to put on her old pc

If its retail then yes, you can install Windows 10 clean and use your Windows 7 key.
You may need to call to activate it if it does not automatically activate
