I love the Zalman CNPS7000A-AlCu
(I've got two).
quiet, efficient and beautiful.
It installs very easily onto the P4 heatseat bracket that comes on your mobo.
The Zalman site has a short instructional video about installation.

I'd got with one of the Thermalright SLK900/SLK947/SP94 heatsinks or the Zalman 7000 AlCu. Those are the top performing P4 heatsinks right now and all cool great without loud-a$$ fans on them.

Thermalright's don't come with fans (at least the SLK800's and SLK900's that I've used).

This one might have more >>> Thermalright SP-94.

Here's a good review >>> Systemcooling.com Review

It's what I've ordered for my 2.4C

I'm sure that HSF cools quite well.
The link does talk about a stock delta fan. It certainly will will provide a large amount of white background noise in your room @55dB.
I'm through with those heatsinks that screw through the mobo requiring you to take your mobo out any time want to reseat your cpu.
