What does it means?

For example:
The U.S. Postal Service was electronically notified by the shipper or shipping partner on May 20, 2005 to expect your package for mailing. No further information is available for this item.

Does it means the package is in usps hand & they generated that message? Or does it means the seller generated the shipping labels and he will ship it out later.

I got that message from an ebay seller - after 3 weeks I complained and got another tracking number on June 8, 2005. Still not receive anything.

Shipping method: Priorty Mail
Location: Portand, OR --> Seattle, WA.

It means the seller printed their own label and USPS was notified to expect it - but it doesnt mean that the seller actually mailed anything.

Yep.

BTW, Delivery Confirmation is NOT tracking.
