Question on updating Win98 to Win98SE

A friend has a Win98 PC that he would like to upgrade to Win98SE.
Is this considered an upgrade or simply an update, similar to installing a service pack?
What I really want to know is: Can I simply install Win98SE over Win98 and not have all of the problems associated with a normal upgrade like Win95 to Win98, for example?
 
if you try what you're advocating, unless the SE edition is an upgrade one then at install you'll get the message that windows is already installed or words to that effect & the installation will cease.
win98 with all the updates is virtually the same as win98se bar the internet connection sharing!
 
Don't doubt a lifer, he is correct. SE version just adds internet connection sharing... and you do not want to use that. I tried for quite a while to use ICS. It just plain doesn't work. You'll spend most of your time rebooting machines trying to figure out why it doesn't work even though all settings are correct. Not only that, all the computers on my network are more stable with ICS removed.

Just use the Windows updater and download all the updates. Then buy a router if you need internet sharing.
