Question on the type of computer needed for Premier/Video Editing.

The processor needed and the reason for it.
Same goes for the memory, harddrive, and so on.
As for the video cards, I don't understand why a high end one would be needed considering it's only displaying(a gf3 ti200 that I currently have seems to do well).

You don't need high end to edit video. I would suggest an athlon 64 3200+ or 3400+. People in this forum will say: "P4 are better in video editing". I suggest they to justify the use of a P4. I don't think the difference is that much in 32 bits. But will be clearly in favor of athlon 64, when 64 bits video editing applications come. Just look for some video editing bechmarks using AMD opteron processors against aplle G5 processors and you'll see that Intel has nothing to do there.

Questions first...

1. What kind of editing? (cuts, numerous transitions, layered effects, audio work, etc...)
2. What formats? (low res, AVI uncompressed, HDTV, etc...)
