Question on the right Video card for my system. ** And how system Looks**

Greetings,
I am building a new system for my brother and was looking for a good video card in the 200-300 price range that is significantly better than GIgabytes X800xl Silent Pipe

The games typically played will be Fps's, company of Heroes and World of Warcraft. The system will be:

Venice 3200
DfI Lanparty Ultra Motherboard
PowetStrem 520Watt
1 GB of ram
Windows XP
Onboard sound

I was wondering what video card would be best since currently the system is using a gigabyte x800xl video card and wow still will sometimes slow down.

Due to the fact that I had an extra venice 3200 and hes on a budget I was going to use that cpu and I chose the DFI Lan Party ULTRA D or the new model they have since they have a great track record. What do you suggest?
 
I don't understand why you're getting sub- $100 recommendations if you're looking to spend $200-300 on your video card. Did I misunderstand, or is 200-300 your video card budget?

If so, then this would be the best buy in your price range.
 
Well the thing is that the cpu is a temporary fix since I got a venice 3200 that I am not using. So I was going to use that in the system and upgrade the CPU at a later time. Is the x1950xt better than the 7600gt? I was looking it up I did not know that ati made a 1950xt.

Someone correct me if I'm wrong, but I'm pretty sure that's right. I'm pretty sure the 7600GT can't hold a candle to a X1950Pro. The X1950XT would be an excellent choice, especially now since prices seem to be dropping fast and there are rebates all over the video card market.
