Question on the MSI K8N Neo2 Platinum! Help pls

I just put together some new parts for myself including a Neo2 Nforce 3 board with a Winchester 3500 90nm.

Until I order new ram I'm stuck with some Kingston pc3200 Hyper X memory that doesn't OC well past 210 with cas 2.

What I would like to do is increase the multiplier upto 12 or 13 but when I select CPU ratio in the BIOS the hightest available mult is 11. What gives? The manual even says 4~20.

I read the thread about the HT issue. Can someone give me a clue to what's happening here?

 
A64 CPU are multiplier locked, so you can't go above 11. But it is not locked downwards, so you can raise FSB and make multiplier smaller to get more performance if RAM memory lets you. Why don't you try with higher latecies?? 2.5 or 3 and raise FSB, performance loose will be very very little and will be more than compensated with the higher FSB. The only non locked CPUs are FX series CPUs.
