Question on MP3s and bitrate

Some of my mp3s are rated at 192kbit but when i play the song in winamp, the bitrate fluxates. Like it will jump from 192->224->32->128-> etc. (randomly i guess).

I click on the file info and it says 192Kbit (VBR) whereas my other 192Kbit mp3s (those which do not fluxate), under file info, will say 192Kbit without the (VBR).

What is this VBR stuff and why are some of my mp3s doing this fluxating bitrate stuff? Thanks.

VBR stands for variable bit rate, it goes on the principle that you don't need high bitrates for all parts of a song, so it breaks it up into small chunks and encodes each part with the ideal bitrate for that section
