Question on getting money back from eBay transaction

I bought something for $100 on eBay a couple months ago, and it looks like I'm not getting what I paid for or a refund. The seller happens to live in my state, which may give me more options. Too much time has passed for PayPal to get involved, and I doubt eBay would. Are there any legal steps I can take within my state?
 
yeah, you can involve the police, but i'd contact the guy and threaten him. or i'd drive to his house since massachusetts isn't that big of a state. 🙂
 
eBay's contact information doesn't give me the guy's address, and since I paid online, I don't have it. The phone number listed with eBay is a cell phone which isn't listed.
 
Whats the link to the item in question....maybe I can track him down for ya.
