Question on games and max fps in multiplayer

Why do some games have a setting to set the max frames per second on multi player.
The only thought was that if your computer was strugling to hit say 100 fps it would also struggle to decode the network 1s and 0s. Making the lag worse mmmmmmmmm
Is this correct?
Probably should have posted in the games section but hey video is common to all...
