Question on E-file 1099 misc with turbo tax and 4419

I got a question, if I want to e-file 1099 with turbotax software, do I still need to send in a 4419 form? Also, if I decide to mail it instead, can turbo tax print out legit 1099 and 1096 form? I know IRS don't accept normal pdf of 1099 and 1096 and there is not enough time to request the paper form from IRS.
