Question on Backup Solution - 1 SSD and 2 HDDs Available

I recently purchased a SSD, and previously had 2 HDDs from before, which I still have. I would like to follow this process:

1. Run Windows and keep basic documents on the SSD
2. Back up this SSD content onto HDD1 (and also keep my photos/videos on HDD1; I don't have that much data, less than 150 GB)
3. Backup all of the HDD1 contents onto HDD2 (i.e., SSD backup + photos)
4. Backup all HDD2 contents to a remote location (cloud, or I own a external drive I could copy 1x/month, etc.)

What would be the best way to achieve this without having to install additional software? I was thinking Windows 10 file history would make it easy to do SSD to HDD1, but not sure how it would get things from HDD1 to HDD2. I am amenable to portable software as well, I just don't like to have a continuously running process outside of Windows.
