Question:If I refuse a package from a Vendor

If I refuse a package from a vendor, would I be refunded the price they charged me ?

You might have to pay a restocking fee, etc.

I ordered something from tiger direct that had a rebate on it.

but now the vendor changed the rebate ( authorized reseller list )

and I don't know if I'm gonna be able to get the rebate
