How does one restore a couple Hyper-V's backed up with veeam on a brand new Hyper-V server 2012 R2 install? The standard veeam software with gui does not install on hyper-v server 2012 r2 because it's a server core install.

I don't know the answer but you should contact their support and see what they say.

Yeah we are basically wiping the server that has our current hyper-v's in and installing hyper-v 2012 r2 and then want to restore all the vm's we had which have already been backed up with veeam.
*Edit*
I didn't notice you want to install Veeam on the host. I don't have Veeam installed on the host I always keep it on it's own install separate to the hosts (Actually I run it in VM).
The quickest way would be to install Veeam on an old laptop or something and do your restore. Then you can move Veeam into a VM on the hyper-V host.
