I think he made the promise with Snape. Dumbledore sacrificed his life. Notice the timing. He had just told Harry everything.

That's what I think- Dumbledore knew Harry would have interfered and messed up his plan, which us why he froze him (it wasn't necessarily to save him).

I'm not sure about R.A.B., but it fits. But wasn't he a Deathe Eater? Or maybe he was under cover, too, which is why Voldemort killed him.
