It's possible it's heat causing the issue, but i'd guess it's quite unlikely.

However, the odd thing to me is that you say idle with the 7700 was <25C at stock, & under load when OCed, it's 55C.

That's a massive jump.

Likely mostly due to 7700 not being that great, but still, it leads me to wonder if your sensor is a bit off.

Anyway, i'd guess you've just reached the max of your CPU.

Keep in mind, not all of us with our 165s at 2.7 GHz are P95 stable.

SuperPI stable, sure, but i don't think mine would pass P95.

2.6Ghz is my Opty 165s limit as well. You didn't specify what board you are running, it may not be able to hit higher HTT speeds.

I have a Abit AN8 sli when i was testing for max htt i got to 320 and just stoped as i figured ide never need that much.

So getting a XP-120 or other better HSF probly wouldent help much huh?

EDIT: Would you consiter 32m pi stable good enough for day to day use?

It seams as though i can get just under 2.4 on stock vcore then its like right at 2.4 it just takes a ton a vcore to get any more out of it, this a sign of bad setpping?

ADDed: Ok I cut the voltage back to stock/1.35 and im sitting at 2252mhz and im idleing between 31* and 33*c this is a bit high no?

2.6GHz is as far as I can push mine without greatly upping the volts. Your temps seem typical. I have found that the temps rise with MHz almost moreso than with voltage.
