Here is the scenario.

A site of mine uses about 10000 centrex lines and I am putting in a small pbx. We are putting in a small 48 line system and are trying to get the site everything they want. They are adament about flash-hook over the centrex lines, this rules out a ISDN PRI. Using 48 analog lines would be prohibitive due to rollover and hunt group necessity. That leaves voice T1s.

BellSouth in their infinite wisdom is not giving the site true T1s. Apparently they have decided the only thing they can do is MUX 24 analog lines into a T1 at the CO level and push it to us that way. Unfortunately that rules out the ability to recieve DNIS (according to BellSouth, makes sense if you consider robbed bit signalling and analog lines).

Is there any reason on earth why BellSouth would not give them a true T1 and push DNIS down the line (other than the fact they are a BabyBell)? I have yet to recieve a rational answer (the BellSouth project manager even asked me what DNIS was).

It is baffling why they won't give me a true T. As long as they give me FXO loopstart then I can flash-hook, so why not give the site a true T1 so that they can recieve DNIS? DNIS is important for IVR routing and the site is going to blow a gasket if they find out there is no DNIS.
